Palmetto Bay's Public Services facility will get a new parking lot after the Village Council awarded a $642,526 construction contract at its Monday, July 6, 2026, regular meeting.
The council approved the contract to Headley Construction Group, Inc., authorizing Village Manager Nick Marano to negotiate final terms and issue a purchase order up to the $642,526 cap. The contract was awarded through a competitive bidding process under Invitation to Bid No. 2026-11-011.
Procurement Specialist Alessia Bencomo prepared the resolution, which was sponsored by the Village administration. Council members listed on the July 6 meeting record include Mayor Karyn Cunningham, Vice Mayor Mark Merwitzer, and council members Patrick Fiore, Steve Cody, and Marsha Matson.
The contractor
Headley Construction Group is a Florida corporation incorporated in February 2021, with its principal office at 12976 SW 132nd Ave. in Miami. President Thomas L. Headley lists a Cutler Bay address on state corporate filings.
The firm is not new to the Village. According to ConstructConnect project records, Headley Construction has previously performed work in Palmetto Bay, including a park irrigation system project and tennis and pickleball court construction. The company's state registration is active, with its most recent annual report filed in 2026.
