Miami-Dade County homeowners in unincorporated areas can get same-day permits for fences, pools, roofing, kitchen remodels and other common residential projects after the County Commission approved a permanent Same-Day Residential Permitting Program on Thursday, Aug. 6, Community Newspapers reported.
The program took effect immediately.
But for Palmetto Bay and Cutler Bay residents, the picture is more complicated. Both are incorporated municipalities with their own building departments, and the county's permitting process applies only to properties with folio numbers starting with "30," designating unincorporated land.
Commission Chair Anthony Rodriguez, who sponsored the ordinance, said the legislation is meant to change how government treats homeowners across the county.
"If we expect our residents to meet deadlines, government should be held to the same standard," Rodriguez said.
What the program covers
Homeowners who electronically submit plans and documents will receive same-day review and, where eligible, same-day approval for these project types: fences, gates, stairs and railings, driveways and pavers, trusses, swimming pools, windows, doors, shutters, skylights, garage doors, roofing and reroofing, kitchen and bathroom remodels, interior or partial demolition, prefabricated sheds, minor non-structural repairs, and mechanical, electrical and plumbing repair permits.
Projects requiring structural review, properties in historic districts, properties with open code enforcement cases and projects intended to legalize existing violations remain ineligible.
Fee-discount guarantee
The ordinance includes a financial guarantee: applicants receive a 10% discount on their permit fee for each day the county fails to complete a qualifying review on time. The county mayor must submit performance reports to the commission every six months detailing how many applications were submitted, how many received same-day approval and reasons for any delays.
What this means locally
Palmetto Bay and Cutler Bay each run their own building departments. Palmetto Bay's office is at Village Hall, 9705 East Hibiscus St. (305-259-1250). Cutler Bay's Building Division, led by Building Official Carlos Lanza, operates at Town Center, 10720 Caribbean Blvd., Suite 110 (305-234-4193).
Whether the county ordinance will influence those municipal departments to adopt similar same-day timelines or fee-discount guarantees remains unclear. Neither town has announced plans to mirror the program.
Palmetto Bay already offers its own permit incentive: a 2025 ordinance reduced building permit fees by 15% on select home-improvement projects for homesteaded properties, covering driveways, pools, spas, pool decks, fences, generators, and windows and doors.
Residents who own property in unincorporated pockets near Palmetto Bay or Cutler Bay can check their folio number at the county's online portal or call the county's permitting center at 786-315-2000 to confirm eligibility.
The first performance report on the program is expected in early February 2027.
