More than 200,000 vote-by-mail ballots will start arriving in Miami-Dade mailboxes this week.

The Miami-Dade County Elections Department will begin mailing ballots for the Nov. 3 general election Thursday. Ballots will be loaded onto a U.S. Postal Service truck at 10:30 a.m. at the elections headquarters warehouse. Supervisor of Elections Alina Garcia will take questions from reporters afterward.

Completed ballots must be received, not just postmarked, by 7 p.m. on Election Day. Postage is prepaid.

No debates set in Florida's top races

The ballots land as Florida's biggest races head toward Election Day without a single scheduled debate. Democratic gubernatorial nominee David Jolly announced Sunday that he will not debate Republican nominee Byron Donalds, the Miami Herald reported. Both candidates had announced planned debates with TV stations across the state.

The Jolly campaign said debates would not produce honest conversation and accused Donalds of repeated dishonesty in his advertising. The Donalds campaign did not immediately respond, the Herald reported. The Donalds campaign had said Friday that it accepted three debate invitations. Ryan Smith, the campaign's chief strategist, said, "Floridians deserve to see these two candidates side by side and hear exactly what they would do as governor."

Neither candidate debated a primary opponent. A September St. Pete Polls survey of 913 likely voters showed the governor's race tied and the Senate and attorney general contests nearly tied.

The debate drought extends beyond the governor's race. U.S. Sen. Ashley Moody turned down three proposals to debate Democratic Senate nominee Angie Nixon, according to a Florida Politics report cited by the Herald. No debate is scheduled in the attorney general's race between Democrat José Javier Rodríguez and Republican incumbent James Uthmeier.

A lopsided fundraising race

Donalds holds a large fundraising advantage. Financial reports showed he had more than $41 million on hand as of Sept. 17, while Jolly had under $6 million, The Miami Times reported. Jolly has said he plans to save resources for October spending.

Key voting deadlines to know

For Palmetto Bay and Cutler Bay voters, the key dates: early in-person voting in Miami-Dade runs Oct. 19 through Nov. 1, according to NBC 6. The deadline to request a mail ballot is Oct. 22. Voter registration closes Oct. 5.
